' He said that he “cannot come to any other conclusion,” but to find that a question of privilege has been established. Fergus noted that the order “is indeed unusual, novel, and unprecedented” given the order was not made for the House’s own purposes, but for a third party. Fergus also noted that the House has the “undoubted right” to order the production of any and all documents from any entity. The Speaker stressed that the RCMP did not want the documents.
