Due to the work this fall, traffic on North River Road can’t turn onto the Beach Grove Road and vice-versa. It has resulted in significant congestion on North River Road as well as on Capital Drive and on the Trans-Canada Highway, all the way out to Cornwall. “It actually backtracked traffic up into Cornwall, resulting in a 45-minute issue,’’ Deagle said, referring to how long it took some motorists to get from Cornwall to Charlottetown.
