“First, a lack of planning on the part of the provincial government; second, a lack of responsibility on the part of the provincial government; and third, a lack of meaningful consultation by the provincial government.” The province can apply again, but must wait one year for that location, under the Planning Act, she said.

Before the meeting took place, planning staff told representatives from the provincial government they could come to the meeting and answer questions that related directly to their application — a standard practice for planning applications, Jankov said. No one from the province came. During the debate, Coun. Terry Bernard called for a deferral on the vote, saying he didn’t feel he had enough information from the province. The deferral did not pass.
