MacLeod, who as the Queen’s secretary was the most senior member of the Royal Household in Canada, played a part in organizing every royal tour since 1987. He and his team were behind the Queen’s appearance at a Vancouver Canucks hockey game in 2002, when she dropped the puck for a ceremonial faceoff. In 2009, he even had a private audience with the Queen while visiting Buckingham Palace with former prime minister Stephen Harper.

“Heath told the Queen, ‘My recommendation to you is that you not go to Ottawa.’ And what did the Queen do? She picked up the phone and called Pierre Trudeau and said, ‘Mr. Prime Minister, as Queen of Canada, I want your recommendation.’ And the prime minister said, ‘You should be here as Queen of Canada.’ And that’s precisely what she did to the point of embarrassing Edward Heath.”

The Queen played a unique role in contemporary history and came to represent the “archetype of women’s leadership,” said sociologist and University of Ottawa professor emeritus Diane Pacom.
