The federal government is planning to launch a new immigration program that would legalize thousands of undocumented migrants working in construction, in an effort to address a labour shortage that construction unions and associations say is crippling the sector.
The pathway builds off a pilot program launched in 2020 that provided a path to permanent residency for out-of-status construction workers who resided in the Greater Toronto Area. The pathway, according to Mr. Miller, aims to keep undocumented migrants who are already living and working in Canada in the construction sector, but it is unclear if these workers will obtain a direct pathway to permanent residency or remain temporary residents with special work permits.
Both those pathways, these groups argue, leave many foreign construction workers with rotating work permits — it is not uncommon for many workers to fall in and out of status between work permits as they explore different routes to obtaining permanent residency.
