Determining the future of Canada’s military colleges and transferring sexual offence cases to civilian authorities are among the new recommendations Ottawa has pledged to follow.
OTTAWA—The federal government will not reject any of the recommendations outlined in a damning report on the sexual misconduct crisis permeating the Canadian Armed Forces, promising to fulfill key calls on the way cases are investigated and the value of military colleges.
“After careful analysis and robust consultation, the Minister of National Defence has decided that none of Madame Arbour’s recommendations will be rejected,” read Anand’s report, tabled in Parliament Tuesday morning. Anand’s decision to implement all 48 recommendations means the government is now formally committing to several major changes proposed in the report, including ensuring that civilian authorities — not the military — have jurisdiction over prosecuting and investigating Criminal Code sexual offences.
In committing to the recommendation, Anand has asked for a number of issues to be considered, such as whether civilian police services can investigate historical cases and what happens to cases declined by civilian authorities. Hanrahan also said 40 cases have been declined for a range of reasons, including police agencies determining that some cases are too complex, or deciding that they fall outside their jurisdiction. In those situations, files are handled concurrently with military police, she said.
