its advertising practices and allowing enlisted sailors to stay past their service threshold to overcome recruiting and retention challenges — although these changes don’t get to the root of the issue.

Low recruitment matters — because it translates to weakened operational readiness, meaning we can’t respond quickly to evolving conflicts and challenges. These recruitment challenges aren’t going away either: Afound that military families were becoming less likely to recommend their kids to join the Armed Forces because of the financial stress, burden of housing costs, and hunger and food insecurity.

That’s why I’ve made addressing military quality of life issues one of my top priorities in Congress. I recently brought Rep. Adam Smith of Washington, the top Democrat on the House Armed Services Committee, to San Diego to hear directly from local military child care providers and military spouses about the struggles they’re facing providing and finding care. Inspired by their ideas, I’m pushing to expand access to military child care and support providers.

I’ve also helped lead efforts to create a new Basic Needs Allowance, which helps low-income service members buy groceries. This session of Congress, I’m continuing to push to expand eligibility of this benefit so that every service member who needs it can put food on the table.

While we continue to push for small changes to improve the overall well-being and quality of life of service members and military families, it’s time for us to think bigger. It’s time for us to overhaul the military budget and finally ensure that our dollars invest in our best asset: our service members.
