How Canada’s policymakers and security agencies can work better together

Stephanie Carvin is an associate professor at Carleton University’s Norman Paterson School of International Affairs, and a former national security analyst with the Canadian government. Thomas Juneau is an associate professor at the University of Ottawa’s Graduate School of Public and International Affairs.

Yet Mr. Johnston’s conclusions are consistent with our own research. Between 2018 and 2019, we conducted approximately 60 interviews with currently serving and retired officials and analysts in the Canadian government who had experience working in or with the national security community. We found that the performance of the intelligence community in providing relevant analytical support to its policy making and political clients has improved over the course of the previous decade.

One remedy here is more centralization. The National Security and Intelligence Advisor position does not have a large staff and has a limited ability to organize the community in line with government priorities. Providing it with a stronger ability to co-ordinate the activities of Canada’s many departments and agencies with national security responsibilities will ensure a more effective flow of information to senior policymakers.
