Opinion: There’s nothing radical or new about taxing commercial parking spaces. New York, Vancouver and Montreal do it and it works, writes Gideon Forman.

Toronto’s upcoming deliberations on the transit budget will be brutal.

Instead, it should embrace new sources of funding that address equity concerns, generate significant amounts of money and can be up and running relatively soon. For example, the city could exempt lots owned by hospitals, religious institutions, daycare centres or small family-run businesses. The levy could also be higher downtown and lower in the suburbs. The concept is to ask owners of parking lots run by large profitable corporations — think shopping malls — to contribute to the transit system many of their customers rely on.

Some people argue the TTC should direct its fundraising efforts at senior levels of government. I am sympathetic to this position. Indeed, organizations like mine have for years been urging MPs and MPPs to provide transit agencies with ongoing financial support.
