The Nova Scotia Youth Centre opened in 1988 with a capacity of 120, but it hasn’t seen that number in years, and the average number. In 2018-19, the most recent annual numbers available Friday, it was about a dozen. Because those are average numbers, the actual number held on a particular day could be higher. The drop in numbers started in 2003 with the passing of the Youth Criminal Justice Act.
McLaughlin said some positions have also been “repurposed” to provide programs and services for individuals in the community. There are youth workers and social workers in the Annapolis Valley, Halifax and New Glasgow areas, and Cape Breton.
