The inherent unfairness is well understood by Canadians, even if not by their leaders
late last year, Alberta’s per capita fiscal capacity in 2020 was merely four per cent higher than the capacity for all of Canada, a stunning drop from 92.3 per cent in the previous decade. This shows that equalization has been little more than a way to transfer wealth from Alberta to Quebec and other have-not provinces, rather than a true program to ensure a minimal level of services.
Essentially, the electricity rates of Quebecers are subsidized from federal revenues, revenues that are disproportionately drawn from richer provinces. Equalization also enables the expansion of government — for example, Quebec more heavily subsidizes daycare and university than other provinces. The program also doesn’t account for the fact that services don’t cost the same to provide in each province.
