The activity at Yongbyon “could very well indicate that North Korea is preparing itself to accept the Biden administration’s offer to resume nuclear talks, because the North Koreans want to go into those talks with some additional leverage,” said, director of the Crown Center for Middle East Studies at Brandeis University and a former top NSC official.since February.
