Still no sign of a development agreement, even after first reading last week and a possible council vote Sept. 18
Another angle on the roughly 2-acre site owned by the City of Cleveland Heights at 2228 Noble Road, where a $14.7 million, four-story, 52-unit low-income affordable apartment complex has been proposed on the on land once occupied by a McDonald's restaurant. The building to the left is the Noble Food Deal. City Council could be voting as early as Sept. 18 on a development agreement some say they have not even seen yet.
“Why are we doing a first reading today if we don’t know what the project is going to look like because we don’t know the outcome of the ABR and the Planning Commission?” Cuda asked during the earlier Committee of the Whole meeting on Sept. 5.Mayor Kahlil Seren explained that a first reading is intended to “alert the residents that this is something we will be discussing before council.
And council may be expected to give a second reading to the development agreement at next Monday’s meeting . authorized by council late last year for TWG to purchase the 2.1 acres of city-owned property at 2228 Noble Road, most recently occupied by a McDonald’s restaurant. Hanna explained earlier that the proposed development agreement “imposes requirements on to clear those boards and commissions,” adding that it’s “also required in order for the property to transfer as well.”While it might be a “tight turnaround for a public presentation” this week, Seren said it would be better than presenting on Monday immediately prior to a possible vote, giving council “enough time to receive, adjust and respond to residents’ concerns.
Volpe asked to give an hour-long presentation of his own to council, but was turned down on advice from the law department, Council President Melody Joy Hart said in an earlier email on Sept. 11.
