New York has developed its own formula to answer the question facing every state in the country: How to restart the economy after the novel coronavirus brought business to a halt
Gov. Andrew Cuomo said this week that the state would use a dashboard of seven metrics as it eases social-distancing measures by region and gradually lifts orders that had closed nonessential businesses.
