A tornado and flash flood warning is in effect for New Orleans. A tropical system that's brewing in the Gulf is already dumping heavy rain on the city, where streets are starting to flood.
The first tropical system to slam the US this year is expected to make landfall as a hurricane. But days before landfall, it's already walloping New Orleans with widespread flooding.
