Valiquet called a short break. Upon resuming the meeting, Browne continued to refuse to leave while another delegate, Bailey Gauthier, began playing the"You're not getting anywhere by doing that," Valiquet addressed the delegates still sitting in front of them. In videos taken by CBC reporters, officers are seen handcuffing one individual who repeatedly yells "give me space."
Members of the public clash with Ottawa police officers after the meeting Monday afternoon in the hallways of City Hall.
