Democrats and Republicans are pushing to try and approve the package by midnight Friday because of a funding deadline.

Lawmakers began the day by heralding the sweeping spending package, a compromise that marked an end a tumultuous few months of bipartisan negotiations on Capitol Hill. They soon set in motion a plan in the House to vote as soon as Wednesday on the measure, which couples the federal funding with $14 billion in new humanitarian, military and economic assistance for Ukraine.

Left-leaning progressive lawmakers, and some from Midwestern states, privately signaled to House leadership that they could object to proceeding with the debate unless the bill is revised, according to two people familiar with the matter who requested anonymity to describe the discussions. State governors’ offices similarly began calling around the Capitol, hoping to secure a last-minute change, since some had already made plans for spending what they thought would be a federal windfall.

Other boosts aim to remedy long-known deficiencies in Washington. Lawmakers included new money and authority for the Food and Drug Administration, for example, so that it could regulate electronic cigarettes. And members of Congress proposed to award $12.6 billion to the Internal Revenue Service, amounting to a $675 million increase from the prior fiscal year.
