Graham Engineering Ltd's director, Stuart Fraser, was acquitted of breaching health and safety regulations by failing to ensure the health, safety and welfare of employees. Inspectors said that when the weld was removed, the internal ram fell and killed Mr Willoughby instantly at about 15:00 BST on 21 May.
