“There were a lot of concerns brought up in regards to noise, setbacks, buffering. It’s another piece of information that council is looking to have those concerns to make a better-informed decision,” West Hants Mayor Abraham Zebian said in an interview. Speedball, she said, is “very fast-paced. You can use up to 500 to 1,000 paintballs in a period of three to seven minutes. They’re very short games. But they’re high, high intensity.”
“Even the most experienced of riders can suffer grave injuries from a sudden spook of a 1,000-pound animal,” she said. Leadbetter said the organization is “gravely concerned about the increased risk to the safety of the riders and horses if this proposal is approved.” Coun. Debbie Francis, who owns standardbred racehorses, said she is concerned West Hants does not have a noise bylaw except in the former towns of Windsor and Hantsport. While some limitations can be included in a development agreement, she said they can be tricky to enforce.“We do not have a bylaw officer that works on the weekend. It’s all complaint driven.”
