The state authorized the steel wall in the last week of September as part of an emergency permit ahead of peak hurricane season when harsh storms, heavy rain and swelling tides tend to overwhelm the shore with flooding — threatening nearby homes and other infrastructure. Rosenello, a Republican, said Monday he was pleasantly surprised when the New Jersey Department of Environmental Protection authorized a new emergency steel bulkhead. Prior to Memorial Day weekend, the city was also given emergency approval to reshape the dune mid-block between 12th and 16th Avenues and make the beach accessible between 13th and 15th Avenues. That $100,000 project was also funded by taxpayer money and resulted in more drama when the state alleged the cityRosenello said the city is concerned about a dune breach at 15th Avenue which could worsen flooding in the future based on storms.
