The measure would give homeowners of foreclosed homes or their next of kin the chance to put 3.5% cash down — opposed to the 20% needed at a sheriff’s sale — as long as they agree to live in the home for seven years. The purpose of the bill is to give family members an opportunity to keep the house in the family rather than it being purchased by investors aiming to flip the property for profit.
