TORONTO—The world is in a difficult and dangerous period, facing many risks, but with few solutions or even a serious search for ones. Collectively, we may well be on our own march to folly as we adopt policies that increase risks, leading to outcomes we neither want nor expect, but with potentially dire consequences. The global economy is fragile, military threats are real, and we are now in a new global arms race.
These are the musings of someone who seeks a U.S.-dominated unipolar world. Yet the world is moving in a different direction. For example, efforts to block Chinese access to technology will slow its economic growth. But China already is an important technology leader, and protectionism by the West will not change its progress.
