WASHINGTON — The thousands of mostly Haitian migrants who had been encamped underneath a bridge in Del Rio, Texas, have been removed and eitherto Haiti or placed in immigration proceedings, Secretary of Homeland Security Alejandro Mayorkas said Friday.
