While the two platforms hit on several of the same themes — Tory has pledged to allocate a portion of city-owned land for non-profit development, Penalosa has pledged that all city-owned land being newly developed would be earmarked solely for affordable and deeply affordable homes
— Penalosa believes his proposal would result in more deeply-affordable housing, particularly on publicly-owned property. Penalosa’s platform also takes aim at delays in legalizing rooming houses across Toronto, promising a motion to bring the issue back for debate within 100 days in office. The matter has been a sticking point for Tory, who hasto enact the change throughout his last term; last October, he suggested delaying the final vote to 2022.
Asked by the Star how he would ensure the change didn’t fail on a vote — a reason given for the two deferrals in recent years — Penalosa said his plan hinged around more communication with wary constituents about the benefits of rooming houses for students and other populations. Among other pitches, Penalosa wants to scrap parking requirements for housing development on transit routes, and for every three new housing units developed, wants to see a guarantee that one of them will be an affordable rental that falls at, or below, the CMHC average market rate.
