The nomination of attorney Thomas Lincoln would return the panel to a full slate of seven members
At one point last year, the city of San Diego’s campaign and elections regulator had just four of seven seats filled, leaving it unable even to issue penalties for violators. The San Diego Ethics Commission was restored to full capacity late last year, but an unexpected resignation last month reduced the membership to six. Mayor Todd Gloria has not wasted much time nominating a successor.
With a series of departures last spring and summer, however, membership on the commission had dwindled to just four people. Delays in potential appointments by Gloria meant the commission was not permitted to mete out penalties — fines must be approved by at least five commissioners. Last fall, Gloria nominated former Sheriff Bill Gore to the panel. The decision was broadly criticized, largely as a result of the pattern of deaths in San Diego County jails that he had presided over.
