To recap: in 2017-18, the last year the Liberals were in power, program spending was 17.3 per cent of GDP. Doug Ford promised “the party is over with the taxpayers’ money,” won a majority government in June 2018, and proceeded to spend in 2018-19 at the same level: 17.3 per cent of GDP. This he brought down slightly to 17 per cent in 2019-20, before spending 19.5 per cent and 17.8 per cent of GDP in the pandemic years of 2020-21 and 2021-22.
