In the aftermath of Gabriel Wortman's shooting spree that left 22 people dead on April 18 and 19, 2020, the federal government initially decided to hold a review of the mass killings. But a wave of intense public backlash in July 2020 convinced Ottawa to call for a full public inquiry, which had been demanded by families of the victims and many other Nova Scotians and Canadians affected by the rampage.

The announcement of the release of the final report comes exactly one year after the commission opened the public hearing phase of its work.The commission stated in an interim report delivered May 1, 2022, that it began its work with the priority of meeting with those most affected and consulting with others who could assist in an effective public inquiry.

In addition to the gun-related deaths and injuries, many other types of harm are associated with this rampage and the commission chose “the broader term mass casualty” to encompass all of the damage inflicted, the commission’s interim report stated. “Like all of the commission’s work, the final report is the result of the contributions of many people, including the families, participants and their counsel, first responders, witnesses, experts in roundtables, community organizations, the media, service providers, the public, and the commission teams,” McLean said. “Once again, this has been a collective effort, and we thank everyone for coming forward and helping the commission do this important work.

The commission shared with the public 31 foundational documents and more than 7,000 supporting source materials and exhibits, 22 commissioned reports and more than 50 supplementary reports and additional exhibits.
