Many San Diego officers didn't activate body-worn cameras when they were supposed to, report finds
As many as 40 percent of the San Diego police officers working enforcement encounters from October 2020 through September 2021 did not activate their body-worn cameras as required by the department, according toSome officers who did press record started after they were already at a location or stopped recording before the encounter was over, the report read.
According to the report, police officials agreed to try and implement all the recommendations. Any changes would need to be negotiated with the police union.Police body-worn cameras have been praised as a tool that can lead to greater department transparency, better officer accountability and improved interactions between police and the public.
Police Chief David Nisleit, who spoke with the media Wednesday about safety during Comic-Con declined to comment on the findings, saying police officials would make remarks when the report is presented to City Council next week. In some enforcement incidents, auditors found no body-worn camera videos from any of the officers who responded. For example, 111 arrests and 742 traffic stops had no record of a body-camera video at all.
Auditors said the secondary analysis likely understates the number of missing videos. Even still, the methodology identified several officers — 15 percent of the total — who were dispatched to enforcement encounters and did not have videos within the three hours surrounding the incident.Investigators and sworn officers at the rank of lieutenant and above are outfitted with body-worn cameras, but the department does not require them to use the cameras when they respond to incidents.
However, auditors found that the raw camera footage, in some instances, could have provided additional context.
