That’s the roughly the same average annual rate found in an earlier study that looked at the period between 2009 and 2018. She says the majority of cases occurred in overcrowded homes, 81 per cent of the infants who died were Indigenous, and one-third of the homes did not have any safe sleeping surface available.The advocate’s office, an independent body that reports to the legislature, is calling on the government to address social and economic inequalities in order to address the issue.

The report reiterates previous recommendations such as improving data collection and raising public awareness of safe sleeping practices. Its lone new recommendation is for the Manitoba government to address the social and economic inequalities that can lead to higher-risk environments.
