Authorities are offering a $10,000 reward for any information that leads to his arrest.
Law-enforcement officials have been looking for Neal since June 13, when warrants were issued for his arrest on charges of aggravated kidnapping, aggravated sexual assault of a child and kidnapping, DPS said. The agency identified him as the suspect in the June 11 abduction of a 7-year-old girl and 9-year-old boy in central Oak Cliff that prompted an Amber Alert.
Dallas police said the children left an apartment in the 1500 block of Argentia Drive about noon. As they were walking, a man approached them in a gray crossover vehicle and offered them a ride.The children got in the car, and police said the man drove them to a store in the area of West Kiest Boulevard and South Polk Street. The boy went to the front of the store about 12:15 p.m., and when he turned back around the vehicle was gone.
