The mayor of Chicago Lori Lightfoot’s time in office has been marked by crises, not all of them within her control. What does this mean for Tuesday’s election?

One night, in the community room of an upscale condominium on the North Side, near the lakefront, Scott Waguespack, a leading member of the Progressive Reform Caucus, who has been a member of the city council since 2007, watched Lightfoot make a measured pitch to a largely white audience. At a rally this month in Austin, on the western edge of the city, Lightfoot stressed the need to juice the economy—delivering jobs and better living conditions to impoverished areas—to address crime’s root causes. “The traditional strategy of law enforcement first and only, with nothing else, it does not work,” she said. “It has not brought peace.
