Each new or returning lifeguard applicant who is hired can receive up to $1,000, which would be disbursed in three installments in paychecks, a city official said.
The city currently has about 40 lifeguards who will staff the eight pre-season pools. To open all city pools by the regular season, more than 200 lifeguards are still needed.
