Security camera footage showing Paul Spencer’s last moments alive was played to a courtroom Tuesday, showing the conflict with hospital security staff minutes prior to his death.
Paul Spencer, 43, who lived with an intellectual disability, was admitted into Royal Jubilee’s Psychiatric Emergency Services unit in 2019 after experiencing delusions and paranoia.
There are no psychiatric doctors on at night at PES, so he was seen by the emergency room physician, Dr. Nicholas Rainer-Pope, who involuntarily committed Spencer under the Mental Health Act due to concerns over his delusions. An attending registered nurse that night, Jennifer Jones, testified that she and the security officer tried to convince Spencer to stay.Tuesday’s cross examination hinged on what followed.
The conflict lasts a couple minutes before security moves Spencer to a secluded room where there are no cameras. There, Jones testified that security restrained Spencer to the bed, prone – or face down – where he was left alone for five to 10 minutes.Today, five years after Spencer’s death, the attending nurse testified that no policies at PES have changed.
“Island Health has been and is cooperating fully with the BC Coroners Service with the aim to improve the care we provide and are committed to implementing recommendations that are feasible and appropriate,” an Island Health spokesperson told CHEK News.if a person involuntarily committed leaves, a warrant can be issued for their apprehension. There is no legal obligation for anyone to keep them there.
