They propose using the revenue for rebates to households and investments in new technology.

The vast majority of Americans would be financially better off with a carbon fee and dividend. Despite higher fuel prices, the dividends are projected to exceed the higher prices for all except the wealthiest Americans who have the largest carbon footprint. It’s appropriate that Gov. Spencer Cox declared a water emergency, but it does not address the cause of the prolonged drought. Conserving water is necessary but fails to address the underlying reason behind the drought: pouring tons of carbon dioxide into the atmosphere by burning fossil fuels. All the efforts to conserve water are futile unless we reduce our consumption of fossil fuels.
