Manville Police Chief Thomas J. Herbst is accused of masturbating in front of the woman, touching her inappropriately and raping her woman about 10 times, according to a lawsuit filed earlier this year in Superior Court of Somerset County.

Police Chief Thomas J. Herbst, who is on leave from the Manville Police Department, is accused of masturbating in front of the woman and touching her inappropriately on a regular basis while he was a lieutenant and her supervisor,Herbst is accused of raping the woman about 10 times in the police archive room and began to regularly rape her at her home and in a hotel parking lot during her lunch hour, according to the suit, filed in Superior Court of Somerset County.
