Daniel Minden, a spokesman for defence minister Anita Anand, said the request for the vehicles came from defence minister Reznikov. “Since Ukraine already owns a number of Senator APCs, an additional Canadian donation of the same vehicle type means no training or in-service support services are required,” he said.

CCC was then engaged to complete a financial, legal and integrity review as part of the due-diligence process. CCC also completed an integrity compliance assessment and an independent review of documents provided, such as financial statements and shareholder information. The results of the review were then passed on to DND, Abdillahi said.

That process would normally be handled by Public Services and Procurement Canada , as its name suggests.
