\u0027Calming\u0027 David Cohen has a direct line to Joe Biden, but that doesn\u0027t provide much comfort in these precarious times
Cohen is mortified, like a quiz contestant who has just flubbed an easy question on his specialist subject.
Cohen has known President Joe Biden for almost 30 years. “I knew him socially initially and supported him in all three of his presidential campaigns . I know Jill well and I was extremely close to Beau . So, I’ve known the family for an extremely long time,” he said. Cohen said he would characterize the trade relationship as being “open, friendly and enormously productive,” but that disagreements are inevitable. “The way to test the quality and strength of a relationship is not whether you have disagreements, because you will have disagreements. But it’s how you handle them. Are you going to be civil…and work your way through them? Ever since my arrival , there is one trade dispute that you could have raised — potato wart in P.E.I.
“The major disagreement I’d have with Premier Kenney is that there is no short-term advantage that Canada can provide to the energy crisis because there is just not enough capacity in existing pipelines to meaningfully move the needle on oil supplies from Canada to the United States. It’s maybe 300,000 barrels a day.
Perhaps the biggest danger to the bilateral relationship was highlighted in a report this week by a University of Ottawa task force on national security, which warned about “democratic backsliding” in the U.S. that could become a source of threat and instability. The authors, University of Ottawa professor Thomas Juneau and former national security adviser to the prime minister, Vincent Rigby, urged the Canadian government to rethink its relationship with the U.S.
