“It’s a time that Canadians can look at with a great deal of positivity, seeing all levels of government coming together to fix the problem we’re seeing now but also fix this for the coming years,” Trudeau said at the end of a cabinet retreat in Hamilton, Ont., Wednesday. The 2004 first ministers’ meeting saw the advent of “asymmetrical federalism,” where Quebec was granted a different deal on wait time reductions than the other provinces. That has emboldened other provinces. In Saskatchewan, Scott Moe’s government has introduced the Saskatchewan First Act that writes the province’s claim of autonomy and jurisdiction over natural resources into the Constitution.Article content Such is the frailty of the federal government’s authority, that when Trudeau expressed unease with the normalization of use of the notwithstanding clause, and said he is considering a reference to the Supreme Court, the idea was dismissed out of hand by Legault. The premier said it is up to the Quebec National Assembly to decide the laws that govern the province, and it would never agree to any weakening of its rights.
