Biden said Putin's rhetoric had put the world at the highest risk of nuclear destruction since the 1962 Cuban Missile Crisis, a tense period that nearly resulted in a war between the U.S. and Soviet Union after it was discovered that the Soviets had secretly deployed nuclear weapons to the island nation.
Putin warned that the Russian military would"use all the means at our disposal" in Ukraine to"protect Russia and our people" during a recent televised national address. He insisted that his suggestions of using nuclear weapons was"not a bluff."If Russia drops a nuke, the U.S. has these three options "We're trying to figure out what is Putin's off-ramp," Biden said on Thursday."Where does he get off? Where does he find a way out? Where does he find himself in a position that he does not, not only lose face but lose significant power in Russia?"
