A more natural flowing Los Angeles River, civic promenade, and easier movement throughout the basin could be in store.
Birds in the Sepulveda Basin Wildlife Refuge on Tuesday, October 17, 2023. When Josh Sautter and his wife were house-hunting last year, they weren’t eyeing the San Fernando Valley. But after discovering the– 2,000 acres of open space with parks, trails, sports fields, natural habitat and other features – the couple was sold and ended up buying a home in Encino Village within walking distance of the basin.
Last week, the city’s Bureau of Engineering released a draft version of the Sepulveda Basin Vision Plan, laying out a rare opportunity to transform this unique open space in the middle of the Valley, with a population of 1.8 million. The land abuts the intersection of the 101 and 405 freeways, and is surrounded by the communities of Encino, Lake Balboa, Reseda, Sherman Oaks and Van Nuys.
Creating a “civic promenade” along the northern edge of the Sepulveda Basin, with a restaurant, terraced boardwalk, gardens, lawn areas, amphitheaters, an aquatic center, gymnasium, and areas that could house cultural programs, possibly including a museum.The purpose of the vision plan is to map out a longterm strategy for the basin’s future. Goals include increasing the ecosystem function within the basin; creating natural functioning of the L.A.
Janie Thompson, who is vice president of the Encino Property Owners Association but was speaking for herself, said the design renderings in the draft vision plan are “stunning.” But she wants to make sure newly constructed facilities won’t come at the expense of planting more trees where needed – and that trees that are selected will provide shade andhas to be the priority,” Thompson said. “You can’t have all these pretty amphitheaters. You got to have tree canopy.
Meanwhile, Kathy Schreiner, president of the Van Nuys Neighborhood Council and a member of the Neighborhood Council Sustainability Alliance, said she’s excited about the idea that the L.A. River would start to flow more naturally under the plan.
