Tuesday's Michigan primary is the first presidential election since state voters approved major changes to the constitution in 2018 that allow no-reason absentee voting and same-day voter registration. Outside the Novi City Clerk’s office, 60-year-old Brian Hill said he was headed in to void his earlier vote for former New York City Mayor Mike Bloomberg and to vote for Biden, whom Bloomberg endorsed when he ended his campaign Wednesday.
Local clerks have been seeing a steady stream of such second-chance voters, as Michigan, which under current law does not start counting absentee ballots until Election Day, is fairly unique in allowing voters to retrieve an absentee ballot, once it has been submitted. In East Lansing, where absentee ballots are up 60% from the last presidential election, election officials were bracing for an expected rush of last-minute voter registrations, as many students at MSU — which has five election precincts — were not expected to return to campus from spring break until Sunday.
