Investigation of Pinal County election glitches recommends a new facility, more staff

Among election expert Brad Nelson's recommendations for Pinal County are a new elections facility, more staff and better communications and training.

His report further confirms what some county officials have already publicly acknowledged — the Elections Department wasNelson found no"intentional wrongdoing or misconduct" in his investigation.

Former Elections Director Michelle Forney told Nelson she requested more space about five years ago, long before she left her position in November 2020. But the county didn't build an entirely new facility. Rather, it spent approximately $400,000 to add space to the existing building, including two offices, two cubicles and a front counter.

Those new staffers would come atop the new positions added to the Elections Department after Frisk's firing. Poll workers weren't properly trained on how to use Poll Pads, the machines the county uses for voter check-in, the report said. There was no hands-on training with the machines before the primary, which previously was standard in Pinal County to prepare poll workers for election day.

In previous elections, poll workers had been given specific numbers to call if they encountered problems. The report also states that Frisk broke statute by not ordering enough ballots. Arizona law prescribes that every polling location should have a ballot for every registered voter in the precinct plus at least 1 percent.
