Parents charged after intellectually disabled man found in RV park unresponsive, underweight and missing teeth
A 45-year-old man with an intellectual disability was found in an RV park unresponsive, weighing 70 pounds and had multiple disfigurements, including rotting flesh and signs of mutilation, police said.
Medic rendered life-saving aid to the man who was mentally and physically incapacitated, Hitchcock police said in a news release. The man's stepfather, 51-year-old Timothy Ray Ellis, and his biological mother, 66-year-old Billie Jean Barnes, were arrested for the alleged abuse and neglect.
