Greg Lindberg, a North Carolina entrepreneur who loaned at least $2 billion from insurers he controlled to his own enterprises, was indicted Tuesday on federal criminal charges of conspiring to bribe the state regulator overseeing his insurers.

Mr. Lindberg, 48, was one of four main players named in Tuesday’s indictment. Also charged were North Carolina’s Republican Party Chairman, Robert “Robin” Cannon Hayes, and two associates of Mr. Lindberg’s who were politically active in the state. Mr. Hayes, 73, is a former Congressman...
