Dan Moulton, a Liberal strategist at Crestview Strategy, said Bailão does appear to be making the strongest effort to consolidate the “capital-L Liberal machinery, as it exists in Toronto, and it’s clearly going to have an impact on her ability to organize and fundraise.” Anandasangaree said he reached out to Bailão because she has a record of being supportive of Scarborough at city hall, particularly on transit, and sees her as the best “consensus-builder.”
