NEW DELHI—India’s military lockdown and communications blackout of disputed Jammu and Kashmir has left the state’s biggest city full of closed shops and largely desolate streets, said local police officials and residents who left Srinagar hours earlier.
India poured more than 10,000 troops into the region over the weekend before Prime Minister Narendra Modi’s government on Monday moved to strip local autonomy from the troubled state, which both India and Pakistan claim, and put it under central government control.
