Rosenberg acknowledged the interference, but said it is hard for anyone to judge whether it tipped the balance. He also suggested there needs to be a way for the panel to come forward for smaller scale interference, that may not compromise a free and fair election, but are hurting democracy. “Nor are they restricted in scope to attempting to influence election outcomes.
