The latest battle in St. Louis highlights a persistent problem: police often oppose civilian oversight efforts.

Police confront demonstrators protesting the acquittal of former St. Louis police officer Jason Stockley on Sept. 16, 2017, in St. Louis.Three St. Louis police associations have filed a lawsuit in an attempt to keep the city from expanding civilian oversight of their police department.
