Manchester's Poll Tax years: Images from the streets of Hulme, Rusholme and Moss Side in the 80s and 90s
being deported to Sri Lanka. They also highlight opposition to the Community Charge - commonly nicknamed the Poll Tax - the flat rate tax on every adult introduced in England by the Conservative government, as a way of funding local authorities, in 1990.
The tax was seen as widely condemned as unfair because of the principle that everyone should pay the same, whether they were wealthy or low paid, while rich areas might be able to afford to charge residents less than poorer areas could. Protests followed in cities like Manchester, culminating in a riot in London in March 1990. The tax and the unrest it triggered was instrumental in the eventual downfall of then Prime Minister Margaret Thatcher, who left office months later. The Poll Tax was replaced by Council Tax in 1993.
