Halifax councillors voted to add a new library with ferry terminal project in future budget deliberations

The vision includes an open public concourse mixing library and ferry commuters, a 150-seat performance space, a cafe, preschool play areas, study rooms and meeting spaces. The ferry terminal’s $260-million budget is dependent on funding through the Investing in Canada Infrastructure Program, which doesn’t include funding for a library; HRM needs to pay for it from its own capital budget. Staff is still waiting to hear from the feds if their proposal for funding will be approved.
Coun. Patty Cuttell said a chart in the report was concerning, showing that if they put $7 million in the 2024-25 budget for this library project, it would add $24.67 to the average tax bill that year alone.
